Context for motion 2: The Canadian legislature has considered amending its laws on free speech. The amended law would allow Canada’s Human Rights Tribunal to impose large fines on those it deems to have used hateful language. The other proposed change would let individuals file legal complaints against people pre-emptively, if they fear that they may be about to say something hateful.
